    Because I am BR can I still complain to the council that they have tired to over charge me and if they carry on taking the payments then I will have paid over £100 to much.
    And complain about the way I've been treated by them?

    6 page letter of complaint wrote and ready to send to the council with 8 pages of copy letter they have sent me
