Specialist Question Regarding Share Transfers

If anyone can help (or shed some light) it would be much appreciated.

Do you know whether you can commence transfering shares before that company becomes listed on another market?

Had some shares in a company listed on the London stock exchange. They delisted for over a year and then re-listed on the NASDAQ market. The shares are transferable.
Should / could my stockbroker have started the transfer before they were listed on NASDAQ so that they were ready to be traded on the first day that they relisted?

Does anyone know how long transfers should take?

At the moment my stockbroker took 10 days to establish that they were tradeable (hence 10 days till started transfer) and so far its taken 5 weeks to transfer (and still not done).

I'm pulling my hair out, as lost a lot of money.

Shares can only be transferred after you have completed a transfer form. I once transferred some shares and can't remember exactly how long it took, maybe something like two weeks.
I shouldn't think your stockbroker could do anything with the shares without your permission. You can run off a transfer form from the Internet.
