I am new to paypal and e bay and have just sold a camera for £437. The buyer paid with a card to paypal and paypal have charged me £14. 90.
Can they charge this amout ? as I had no option but to upgrade

Yes they can. Its the charge to use their service.
Very clearly made out to you in the T&C's etc.0
