as far as I understand it, you can't edit a pdf file. I would print it out & fill it in by hand"Science is a wonderful thing if one does not have to earn one's living at it" Einstein 19510

Download the pdf file and convert them into a word document and edit them.0

Yeah most are set so you can't edit them - that's kind of the point. Some times people set them up as forms, which do let you fill in the boxes (even with the free Reader) but it's all down to the guy who makes the forms.
Some programs claim to be able to write to PDFs but not seen any that I'd risk downloading...0 -

Quite often with editable forms they are locked so that you always have an original to restart from. Duplicate the form and then see if there is a 'document locked' box to uncheck using 'file properties' in Windows file explorer or 'get info' with the Macintosh Finder.0

Download and install the Free PDF XChange Viewer www.docu-track.com/product/pdf-xchange-viewer
Open the PDF document and use the "Typewriter Tool" to fill in form0 -
Download the latest adobe reader.
It has a function allowing forms to be filled in.0 -
@vansboy
Don't you think that you're supposed to fill in the form by hand and post it to them by snailmail?
They're allowing the form to be downloaded just to save themselves the hassle of posting one to you.

99% are locked [ intellectual rights ]
If I designed said pdf's I'd make sure no one could unlock them for obvious reasons. example of evidence for my proposition is this entire thread.
Not being rude just stating the obvious, if you need to even ask the how question an organisation can't afford the manpower costs putting right others wrongs.
Conclusion, even if you are close to expert at unlocking / editing / etc believe me it's hard thankless labour.
The only exception is :
- online forms that allow you to write to them online, and ;
- send them back online
