computer wont load windows

Can anyone give me some advice about my other computer.I have a second pc running windows98 its a 6 year old packard bell .On start up it comes up with a message saying MSVCRT.DLL file not found cant load windows reinstall windows and thats as far as it gets.I have basic pc knowledge so i have tried to load in safe mode but it wont do that still comes up with same message.I have gone into the BIOS settings and changed it to load from cdrom to put the packard bell/windows disc in but it wont read from cdrom it just keeps getting to the same stage with the message.Any ideas anyone please
