Child Tax credit - adjustment fee to put record right?

I first started claiming CTC in 2007 after my husband died, and I was overpaid at the beginning by about 1500. I have continued to renew annually, and CTC have continued to make the awards, but obviously I don't actually receive any money until the arrears have been recovered. I accept that, and the figures to be collected are shown on the award form.
However this year on the calculation there has been added a charge of £129.28 which is 'an adjustment to put your record right'.
What is this and can they do it?
