Not so simple leak

Hi ,
Some advice please;
We have a single lever tap in our kitchen which has started leaking at the point where it swivels...it only leaks when we turn the tap on.I thought this would be an easy job for me to have a go at but when I tried to turn the water off at the stop !!!!...nothing....water continues to flow.
The major problem being the stop !!!! is very efficiently located behind some fitted units with a cut out for access.
So...can anyone recommend a local plumber (Wolves/West Mids) who wont rip me off? any other ideas appreciated:)

could it be that your stopcock is indeed working and the continuing leak is just the water in the pipes draining down? try again and give it a minute or so.

If you are just needing to change the O-ring in the swivel then it should not be necessary to turn the water off. The tap itself turns the water off. The op himself says that the leak only occurs when the tap is turned on.I can afford anything that I want.
Just so long as I don't want much.0 -
certainly with supataps there is no need to turn the supply off. when you remove the workings, it shuts off the supply itself.
i dont know about the more modern types.Get some gorm.0
