File already exists and is protected? File is open?

and what should I do, please?
(Win7 Home Premium. Sole user with Adnin rights)Since when has the world of computer software design been about what people want? This is a simple question of evolution. The day is quickly coming when every knee will bow down to a silicon fist, and you will all beg your binary gods for mercy.0 -
somewhere in your programs that file is being used try going to task manager and ending task in processes if you can see it there0

routerstats.chm is the combined HTML Help File for routerstats.
Routerstats is a programme that monitors the performance of the Netgear DG834 router.
I'd suggest deleting and reinstalling, or upgrade to the latest version.
