Consultation meeting and interview panel

Hello everyone,

Long time lurker here, first time poster. Looking for some advice concerning redundancy please!

Today my other half was notified of a possible redundancy, in that everyone in her department will have to reapply for a slightly modified version of their current job. There are currently more people in the pool for redundancy than there will be of the new jobs, so some people will lose out, but instead of being decided outright by the management through a scoring matrix or whatever, it all depends on how their application (which includes an application form, exam and interview) for the new job goes.

Anyway, the 30 day consultation period officially begins tomorrow, during which everyone will have their first individual consultation meetings. The other half is concerned that the manager and HR rep who will host her consultation meeting will also be the same people interviewing her for the new job. She doesn't want anything that is raised in the consultation to have a negative bearing on a potential job interview with the same people in a few weeks time.

The question really is, in this situation, is there anything that says that the company must provide a 'neutral' interview panel for the new jobs?

Unfortunately not, the same people can do both. The consultation is likely just to be info sharing though, ie. We are making redundancies, you are affected etc, the meeting is not to debate the issue of redundancy, merely to communicate it to the individual.
