Advice on cancelling a holiday?

A relative was planning to go to America on 16th Sept, already paid for the flights and such. However, because the person she was planning to go with has backed out at the last minute, she doesn't feel safe going alone (with the current terror concerns, alone for 2 weeks in a big city, first time to America, etc) and wants to cancel the holiday.
I assume she just goes back to the holiday agents she booked with, but is there any way to recover some of the cost of the flights, accommodation, etc? Part refund, claim on insurance, transfer tickets to someone else, sell them, etc?

Afraid you won't be able to get much back from either insurance company or holiday operator. However, you can get the tax portion of your flight ticket back. For a flight to the States, it's around £130. Note that some operators might charge an admin fee. For example, BA charges £30.0
