pink mould

I have little problem with one piece of wallpaper in my lobby.
In the same spot despite continually replacing the strip of wallpaper it gets a small circle of pink mould (I take it it's mould) about two inches in size.It just keeps reappearing.
It's about three inches fro the skirting board.
The paper is an anaglypta and the wall underneath has been dampcoursed and replastered over four years ago.
There is no damp or mould on the wall so I don't understand why the pink stain keeps appearing in the layers of the wallpaper on the same spot.
I've used stain cover on the walls but the stain keeps appearing.
Any ideas.
