Going to leave neg FB - advice pls

Hi, I won an item and it never arrived. I messaged the seller and she never replied, so I opened a case (she didn't respond to that either) and today I have received a refund through customer support. She already has one neg FB for a pair of boots that never arrived around the same time as mine but has sold a lot of items since (so it's not as if she is incapaciated). I'm going to leave neg FB but wanted advice as to what to put - I don't want to look like a ranting looney, lol. Any help would be appreciated.
Oh, and the other item she got the neg FB for has been relisted.

Firstly, don't post it in anger - have a think then post an honest and factual feedback. Don't mention the Paypal/eBay dispute as if you do, the seller can get it removed.

I'd just state the facts: Item not sent, no response to emails, BEWARESome days you're the dog..... most days you're the tree!

Keep it factual, avoid any reference to a PP/Ebay dispute as this is grounds for feedback removal. And block her as a buyer on all your accounts.0

Feedback is not meant to be a punishment but a warning for other buyers so tell buyers what they need to know, just remember not to mention disputes in it as it can be removed.
