The layout of the auction houses i use would make it impossible for them to use a non existent bidder. I'd also be interested to see any auctioneers with terms that said they were about to do something illegal..'hi we will shill bid you'. A reserve price is the safety net for a vendor.

In my auction houses they will say when they have a book price and if bidding stops before they reach the price wanted by the seller they will say that as well.
