Hotel voucher only valid in France?

I went to Paris with my husband last year whilst en-route to the South of France. We had booked and paid for the hotel about 2 months beforehand and travelled from Scotland to Paris in one day. When we arrived at our hotel, they said they had no room for us and had booked us into a hotel nearby. The hotel we went to did not have the same facilities and was not of the same standard as the one we had booked. We complained and the hotel chain sent us 75euros in vouchers for use in their hotel chain.
I tried to book a hotel room in London later this year and was told I could only use these vouchers in France although the hotel chain have many hotels in Britain. We have no intention of staying in Paris again and it seems these vouchers will simply go to waste. I contacted the hotel chain through their website over a week ago and no-one has replied to my e-mail.
What can I do now?

The compliments vouchers are yellow and are for Accor and associated hotels. The wallet they were sent in lists many partners in the scheme and novotel is one of them. It says that Compliments Travel Gift Vouchers may be accepted outside the Euro zone. There is a lot of small print on the back of the vouchers.0
