my employer pays me cash in hand weekly and ive asked him if i could do my own tax returns so i could claim back travel costs etc

he said to me that i should get a receipt and that he wants a copy for his accounts also

so how do i go about paying my taxes and NI and how do i claim for my travel and work costs such as work equipment etc

What you are suggesting is unlawful. You cannot just decide to be self employed and your employer cannot just agree to it. If your employer fails to deduct tax and NIC from your pay, he is responsible and will be charged interest and maybe a penalty by HMRC. You are also doing yourself out of holiday pay, sick pay, and other employee benefits.
Your employer needs to take advice from his accountant and/or HMRC.

It is unlawful because, generally, it is cheaper for your employer to pay you on a self employed basis. Fengirl is correct - it will be your employer who will ultimately be responsible. In addition to the removal of benefits already stated you would do well to remember that you will have no employment rights whatsoever in terms of redundancy, notice, grievances etc.

Do you have a contract? Do you get a payslip?
