Send a cheque for a fiver to the DVLA and they will tell you. Though you have to meet certain requirements set by them.0

Only £2.50 if the vehicle has never been registered to you, a fiver if it has. Fill in form v888 and enclose a cheque. Tell them you are a clamper or a private parking scammer, they won't check anything, its the money they are after.0 -
Join the BPA and create a parking 'fine' company. The DVLA seem only to happy to issue details to them.0

I don't think there is.
The most info you can get from a number plate is the model, engine, date registered and colour of the car it's on.0
