Who are TeleBilling?

I got a bill today for £40.25 for a company called TeleBilling. Thing is I've never heard of them or used them - in fact the mobile phone number they've quoted as mine is a totally mystery. It looks quite an official doc, with a bank giro tear off slip at the bottom.
Anyhoo, I tried to ring them on the customer services number, but 'all their operators were busy'!
Just wondering if anyone has heard of them and how on earth did they get my name and address?
