Yes I also thought that this was the case i.e. they dont come to assess the value of the property rather there is just a set LHA rate.

There is a set LHA rate based on anumber of bedrooms entitlement. If the rent paid is lower the tenant used to be able to keep the first £15, though I think that is being phased out.
If you are moving from housing benefit to Local Housing Allowance (HB to LHA) ie your previous tenancy started before April 2008, you should check out the LHA entitlement first. In some areas the LHA is a lot more than others. In some cases it will be less than the HB previously claimed.
Use the calculator here to calculate the number of rooms you are entitled to claim for:

Then search here for the LHA level for your bedroom entitlement in your LHA area:

If you are near two areas, the entitlement can vary considerably between areas.
