This sounds like a "right of access" issue over a shared driveway. Your deeds are the definitive document which will show on a coloured plan firstly where the respective boundaries are ("he has a small 1m bit of our driveway") and what bit of his land you have access go over and what bit of your he can use. If this is the case he has NO right to fence off that 1m bit of your driveway he "owns".
The deeds are definitive - all else is speculation.
