Hmmmmm doesn't work for my sister. As she signs in the message "This Apple ID has not been used yet with the iTunes Store" and forces her to add her payment information.

Do this:

Logout of the iTunes Store
Go to the page where you redeem the code and enter the code, it will then ask you to sign in
It will then say that "This Apple ID has not been used yet with the iTunes Store", there will be a payment option that says "none".

This is the only way I know to have an iTunes Music Store account without entering payment details.

If they were used it would say "This code has already been used. Each code may only be used once". It's invalid.
