Quick mobile refurb question

Ive seen a mobile on ebay. saying refurbed.

If it doenst work, what are the grounds for a refund?

    The usual rules apply. If buying from a retailer, then the goods must still be of satisfactory quality, and meet the description applied.
    If from a private seller, then the only recourse will be standard eBay/PP claims.

    Refurbs should be in full working condition, but they might have some minor cosmetic issues eg minor scratches etc.
