It depends if you ran ccleaner to remove cookies, if you did clear cookies I'm pretty sure that the deleted iGoogle cookie stored your settings. Creating an account will ensure your settings are static.0 -

Though if you delete all your cookies, you'll still need to sign in to Google again to see your personalised iGoogle page.0
