Neighbour refuses to fix leaky pipe

the trueth of the matter is deny it won't cost and i'm not interested!
i would say to him to comfirm to you it isn't his and ask him to sign a letter to say so. at that point contact the council with all the info and the management company saying if they can't fix it the council will and will pass on the bill to the management company that should shake it up a bit.
plus if the chap in question signs this letter saying its not his could mention in passing afterwards the council will become involved to fix it prove where it is coming from and passing on the bill to the management company who in turn will be getting there solictors to act against the person it belongs too and whoever that is going to end up with a huge bill. might then magically fix itself if you get my drift!
first thing i though of was shove a cork up there! flood them before floods you lol0
