Help with phone Line

I have recently moved into a rented property, i also have an IVA which i am paying religously. I saw there was a phone line in the property so rang BT to reconnect the line. They flatly refused to give me a phone line until i have discharged my IVA.
Is there any other way i can get the phone line reconnected as i am desperate for both a phone and broadband.

Just to update this thread....
Spoke to Sky who have said they will install a new line for £39..
