Gas Meter/Stop Tap problem

Hello - My landlady/housemate has recently had lots of work done to the kitchen and living room - and this work is just about coming to an end. Some of this work included filling in a doorway which used to lead into the pantry from the kitchen - This pantry is where the gas meter was/is. The entrance to this space is now in the living room (Where a wall has been knocked out) We found out today that the idiot builder had not informed the gasman about this change - and we have now found out that our gas supply is not allowed to be switched on because the meter and the emergency stop tap are in different rooms!

I assume this information is correct - but what would people on here do about the situation? Has this ever (in the history of the world!) happened to anybody else? What/who should my landlady expect to pay the bill if further costs are incurred in moving the meter?

She is now terrified that her brand new kitchen will need to be taken out for this additional work to take place - and after 8 weeks of living with her parents this thought fills her with extra dread!

Any suggestions/advice would be much appreciated.
