    If you work for a large company you might find they have a licensing agreement for use at home for a low cost. Otherwise, as mentioned, open office.org.

    Unless you are trying to do something particularly complicated - involving writing or running macros (which seems unlikely if you are coming here for advice) then OpenOffice.org will do what you want. I use it for my business. It looks like MS Office will open not only Excel files but Word and Powerpoint ones too.

    In fact, OpenOffice.org generally catches up quickly with changes by Microsoft. When MSOffice 2007 was launched it had a new file format which MSOffice 2003 and XP could not recognise. Although Microsoft eventually provided a fix, OpenOffice had long since caught up and been able to open MSOffice 2007 files.

    There is also a UK English dictionary you can download for it.
