Money off for OAP's?

My Mum is over 60 retired and living in a granny flat attached to my house. Her gas and elec is supplied through our house i.e. we pay the bill! Martin was saying something on tv tonight about being able to get some money off gas i think. does any one know anything about this or is there a thread about it on here?
Any advice would be appreciated as I have just had a review by southern elec and the elec has gone from 30 pounds a month to 103! and the gas has gone up from 30 pounds to 83!:eek:
