When does insurance get affordable?

Just a quick question here.
Its well known that young people have to pay through their nose for insurance, I remember back when I had a car when I was 19...the car cost 200 quid whilst the insurance was closer to 2000. Just crazy- I'd have been much happier going without and just let the damn thing be stolen. Damn system.
But anyway.
I'm considering getting a car again in the near future and quickly went through a price checker site....wow. It still costs me at almost 24 years old with pass plus and a license for 5 years- £1400. And this was assuming a crappy fiat uno and taking no extras....
Wow.
There goes that idea, oh well, it was just a thought.
I wonder though.

Damn system.
It's higher because young people keep having accidents.
If that group stopped having so many accidents then they'd be rewarded with lower premiums.When does insurance start to become affordable?
