Paint adhesion problems

Hi,
The paint quality over here isnt great, flaking after 6 months!!, no damp but v v hot(hasnt dropped below 35 since March), come winter i intend to sand back the loose stuff, what can i use to allieviate this problem?, someone has mentioned PVA??

if you can get it , try sadolins superdec , it's water based and stays very flexible
it can be used over existing paintwork , if paint gets lots of sun , stick to lighter colours0 -

can we have a bit more info, eg what surface is the paint peeling on, which room, what is available to you localy, when I was in Spain it was mainly small DIY shops that supplied the best knowledge and products.I used to be confused, now I just don't understand

The surface is plaster walls, stairway,bedrooms, lounge etc, the paint avaiable locally is Latex based, but i have just found out that there ıs a Dulux decorators centre in the South (Nicosia),they must have the answers..
