Incapacity Budgeting Loans ??

HI peeps
Hope i can get a little help from some of you out there , I'm trying to find out about financial help while on Incapacity Benefit ,
I've been on Incapacity for a few years now , wont bore you with why i can't work , but i have the opportunity to start getting myself back to work ,but from home as travel is a problem for me , And need to get cracking on some adult learning courses which are quite pricey , These could be essential to the type of work i could get , so in fact i need some financial help with not only the cost of the courses which i have found out i can get a ( slight discount) but with the equipment needed for this learning , e.g internet ready p.c. (to a good standard ) printer and so on . currently using a friends computer.
I was told that i would not be able to get a budget loan from the social fund because of the benefit i am on and can only apply for crisis loan but because what i need the help for isn't an emergency i won't be accepted ,
Im trying here to turn a corner and get myself back in work and supporting myself but am being met with hostile customer advisers from the DWP , and no support , my credit rating is very poor and the only likely place i would get credit for the pc equipment is somewhere like that store Brighthouse which charges HUGE apr rates and that still wont help me with the cost of courses , I have no saving and currently use a nearly all my benefit for bill and living costs etc .. only leaving a small amount for myself to be social once maybe twice a fortnight .
Could really do with some advice about what my best options are , any help grateful >

Can I ask the type of course and qualification? Reason I ask is that some courses I have taken, such as project management, web design and so forth cost a fortune when provided by private training companies and distance learning but can cost pennies in comparison for those in receipt of benefits at local colleges, some of whom have IT/resource rooms that their part-time eve/weekend students can use.
I don't know if Freegle/Freecycle/Gumtree is any good for PC equipment, plus Ebay for cheap second hand laptops, but certainly I had no trouble giving away a broadband router on Freecycle.0
