No pears on the pear tree's

I was reading someone else's thread about no flower's on their plum tree and I suddenly thought I should have asked here before our pear tree's.

Every year they are a disappointment. A few have hardly any fruit. The other's have some fruit but they never stay on long enough to ripen. The poorer tree's have leaf blemishes (holes/marks) and the branches/twigs are very 'furred' up.

Any expert help out there ?

    Not sure what its called. The branches have a sort of scaly licheny growth on them that's old, that you can peel off. It's something I've seen on old fruit tree's before, it's not uncommon. But I don't know if it's the reason for no pears.
