Difference between Paypal confirmed address and non-US verified

On my Paypal Transcation Details Page it says it's OK to post an item to a buyer and the address is confirmed.
In the payment details next to the buyers name it says: The sender of this payment is Non-US - Verified. Can someone please tell me what this means as it always confuses the hell out of me. What does it mean and should I go ahead with the payment or not?

As long as it says ok to send in the paypal page its fine. The sender of the payment is as it says not in the US and their paypal account is verified
