Go to local wedding dress shops and offer to do some photography of their stock for free, so long as you get mentioned. For your "mention" insist this is your website address ... and a link from their webpage. Just persuade them to get together a bunch of models for a half day photo shoot, giving them a license to use/re-use the photos on their website and advertising, always with your website address visible. Or maybe persuade them to use you as a photographer for a wedding day fashion show (one they weren't planning, but you make them want to do it).
You could even offer them, say, 3 frames photos for the walls of their shop.
Worth a shot, although I know nothing about wedding photography marketing.0 -

Can you talk to a local newspaper / radio and offer a Brides competition..the prize would be their photos free but lots of advertising in the paper in the run up would be good (or on the radio, as they have in our local radio 2BR, where they promote win a wedding and several companies provide the prizes). Repetition of your name in the media will then also sink into people when they start looking as they will have heard of your name.0 -
With regard to photoshop courses, have you looked at your local further education college? I did a short course on Photoshop last year, quite basic but got me going. I think it was about £45 for 10 weeks in the evenings.
TBH those can be very noddy and a waste of time for a lot of people, as they only touch the basics.
I would imagine the OP would want to learn more about advanced photo editing and retouching. If you google there are thousands of detailed step by step tutorials to teach users every aspect of photoshop and most are free.
I got married this year and whilst sourcing a photographer, I viewed many portfolios, and about 95% were unimaginative, cliched shots displaying little creativity and talent.
In the end I plumped for a specialist asian company who up to now, had only done bengali, muslim and sikh weddings, his exciting style of photography really appealed and I managed a very good deal as he wanted to break into western weddings.0
