"UK Registration Company" - scam??

I recently opened a small shop with my wife, and we're currently with Scottish Power for our electricity in the shop (will shop around for best rates soon!).
I received a phone call at the shop from a woman who asked for me by name and said it was "about the electric".
Apparently I was on "the high tariff" and it was her job to get me off that tariff.
Smelling a rat, I asked what the company was called, what their phone number was and what her name was.
She became very cagey but told me the company was called UK Registration Company, although she refused to give me a contact number.
I told her I suspected that it was either a fraud or a scam and never to phone me again.
Undeterred she persisted with her line, so I told her that the telephone number was registered with the TPS and she would be comitting an offence should she phone back.
That seemed to do the trick and she hung up.
Anyone else heard of this company or this method of scam?
