He wasn't paying £400 a quarter. More like £140 a quarter. And that was on estimated readings, until December 09 when an actual reading was done and a replacement bill was sent out (based on a 5 digit meter) for £133 for 14 months.
So, where does all this leave you, OP.
Of the bill for £2628, around £864 of it is from 30th Dec 2009 to 9th April 2010. Double the £400 you were expecting for a winter bill, which is due to your artist friend.
You'd already paid £684 by October 2009.
Leaving you just over £1000 in arrears.
All I can suggest is that you contact them and ask nicely for them to accept a payment plan.
Various places on this site (e.g. DFW) will have ideas on where you can save this sort of money from.0
