If a Bank discovers that one of its ATM’s has had a skimming device attached to it. Has that Bank a Duty of Care to inform all those who’ve used this ATM that their PIN may have been compromised?

I can't see how this could work in practice.....remember a customer of another bank may use almost anybody else's ATM and they won't have the customers details.0
