eBay shop sellers fees - help please

I used the free 30 day trial to set up a shop on eBay but was charged £21.29 then was told it would be refunded the following month, I then downgraded to the £6 shop after the month was up.
This is what it shows on my account:-
Month 1 -
16-Jul Shop (Featured): Subscription Fee £0.00 £0.00
Discount of -£17.87 included (from 25-Jun - 15-Jul)
16-Jul Shop (Featured): Subscription Fee £18.12 £21.29
Discount of -£7.41 included (from 16-Jul - 15-Aug)
Total: £21.29
Month 2 -
16-Aug Shop (Basic): Subscription Fee £3.96 £4.65
(23-Jul - 15-Aug)
16-Aug Shop (Basic): Subscription Fee £5.11 £6.00
(16-Aug - 15-Sep)
Total: £10.65
This is info I have found on eBay about this & when I contacted last month I was told the credit would be on this month's bill (21.29 - 6.00 = 15.29 CREDIT) but instead I've now been charged another £10.65!
Subscription fees
Subscription fees are usually under the Monthly and one-off-time Fees section. As a new subscriber, your invoice will show three lines of activity:
A one-off pro-rated charge based on the number of days left in your billing cycle when you started the subscription.
The regular monthly subscription fee covering the next billing cycle in advance.
A one-time credit for the free one-month trial, equal to the regular monthly subscription fee.
Although it may appear as if you are being charged for the first 30 days, a month's subscription credit will be posted to your account to offset the charge.
Notes
If you decide to cancel your subscription at any time during the free trial period, the remaining subscription balance will be credited to your account and will appear on your next invoice.
If you unsubscribe before your free trial has ended, and decide to subscribe again at a later date, you will begin paying the monthly fee as soon as you subscribe the second time.
