changing from bt to talk talk..

i am a tad confused...
at the moment we are paying our home phone and broadband to bt.
i saw a fab deal with talk talk for £6.99 broadband and £11.50 line rental ,so i phoned them up as we decided to switch.
i have a had now 3 phone calls from talk talk saying they are sorry in the delay and will get me switched asap..well they have just phoned and told me that my line cannot be switched as its not compatiable but they could do it by doing somthing with the phone exchange and will charge me £39 to do that !
this was supposed to be a cost cutting exercise as i was saving £10 a month..
is this right?

update..
deffinetly cancelled talk talk and phoned bt..now got broadband for £6.51 cheaper a month..x0
