Insurance problem..............question???

In April 2007 I took out a new house contents insurance policy, after price comparing recommended on this site, including accident cover, due to 2 new grandchildren.
In May 2008 I had a new carpet fitted in my hall on a Wednesday.
On the Saturday my husband got his drill out to put the bars across the doors (covering the carpet strips) and ...........................had an accident :eek:
The drill caught a thread and run right through the centre of the carpet the length of the hallway.
The carpet hadn't been down a week!
Rang insurance following Monday and they sent a guy round to have a look and replace 'like with like'.
They used a cheaper carpet, but it did look the same and I was happy after just spending a lot of money on a decent carpet not to do so again.
When renewal came up in 2009, there was no extra premium added for the claim which after excess was only £85.
I was very impressed and didn't shop around, staying loyal as they had been fair.
Today May 27th 2010 I received a letter stating when they renewed my policy in 2009 they forgot to add extra because I'd made a claim the previous year.
They are now asking us for a small amount £16.75 payment to 'put their records straight' and cover the costs they forgot.
Does this seem weird to anyone else?
I'll call trading standards tomorrow but was wondering if anyone has come across this before and if so what did you do?
