Is there such a website/forum/blog or whatever/whereever, where people offer plants/shrubs/seeds for free or swaps?

Your local Freegle group will allow 'offers' and 'wanted' ads for almost any item, although they don't allow swaps (well mine doesn't anyway). This year so far there have been tons of shrubs and seedlings given away on our group.

You could try finding your local allotment and asking on there. They quite often have an excess of seedlings and might swap them.
Otherwise try Freegle. U'd need to make at least one offer first tho. I would have thought that the many gardening forum type websites would have swap areas to the site too.., I'm sure I've seen them in my travels online.
I put seed swaps into google.co.uk and came up with http://www.gardenswapshop.co.uk/

Its worth joining the Grow Your Own website (Vine Forum).
They have a seed swap post,i think you have to be a member for a month or so before you can request seeds etc & the etiquette is to offer any surplus seeds you have in return, quite often people don't want anything so you send them a s.a.e.
Just like on here they are a friendly lot for information/advice also.0 -
