Password protection question

Options
I have question for all you techies out there!

If a computer is password protected is it possible to hack into it?
Im talking about the windows administrator account.

I had a row with a friend today about this, he says he knows sombody who has written a programme that can hack any password, But I said unless he can get into the system to load the programme it wont work anyway.
Who is right?
Surley if you put a password on your operating software, nobody will be able to hack in and use it?

    Unless the PC is set not to boot from CD and the BIOS is password protected.

    Am I right in suggesting that any password protection on a single HDD with OS will be rendered useless if whoever wants to get at it merely;

    Removes it from the PC where it is the primary drive at present, and
    Installs it as the secondary, non-booting, drive in another PC?

    Seconded. Encryption is the only way. With Windows Vista and Windows 7, you can use Bitlocker on the higher versions. Mac OS X and Linux come with the option to encrypt the drive built in.
