Halifax unable to verify my address?

Hi guys,
I recently attempted to apply for a Children's savings account (joint, with my partner) for our baby daughter, with the Halifax.
However, I have recently received a letter stating that they could not verify my address, and I have to go into a branch with ID and verify that I actually reside at the address I supplied.
This would be fine, except for the fact I have been on the electoral register, along with my partner, for three years - the duration of our residence at said address.
This all comes in the wake of being declined for two credit cards (one recommended for people with poor credit - Barclay's Initial, the other with my own bank - Natwest). I realise these two refusals for cards are bad!
The reason for my applying for a credit card is in order to apply for a mortgage, and to bolster what is was a fairly benign credit rating, given that I have never been in debt save for an overdraft (max - £2000, currently hovering around £600 OD).
Due to all this confusion I signed up for free Credit report from Experion (hoping to cancel soon, to avoid incurring the fee), on my report I see no cause for concern, just credit checks made by Halifax, Natwest & Experion themselves - However, under credit accounts, it does not list my current bank account with Natwest. Is this normal?
I find it odd, as my partner who earns substantially less than I do PA, was granted the Barclay's Initial, and also had no problems with approval for the Halifax Children's account.
Can anyone identify where I am falling short/why my credit rating seems so poor?

- Have resided in this property 3 years.
- Have been on electoral register here for whole duration of residency
- Previously lived with my Father for 8 months, prior to that we lived at the same address for 20+ years - he has great credit rating.

Lack of credit maybe. Sounds silly that you need credit to get credit. If you have been living in your address and only registered for the voters roll they can not see how you manager ur finances. Your bank account is unlikey to show on ur credit file if it does and it shows your in your over draft. Well if you need to build your credit up either get a contract phone or a credit card with a very high apr and just pay it off everymonth shows u can manage credit0

Hi - You say that Halifax have been unable to verify your address, not that you have failed the credit scoring. It is possible the postcode database they are using is out-of-date. If your house was new when you moved in or the Royal Mail have changed your postcode, then it is quite possible the postcode database they use has not been updated. The Royal Mail changed our postcode some years ago and it took a number of years for the new postcode to be recognised by everyone.
Alternatively they may be concerned you may have moved around rather too often. Three addresses in four years may worry them.0 -
Flats can often be difficult for an electronic verification system to identify or, as the above post suggests, something else in the format of the address may be causing the problem.
Simply go in to the branch with the proof of address and your account will be opened though.0
