Windows 7 starter taskbar colour

Anybody know of any reliable ways to change or at least "tint" the colour of the theme in windows 7 starter from standard.

Ive altered the wallpaper but looks odd now with blue taskbar and red wallpaper.

Yes you can, but for the life of me I cannot remember how to change it. I get home in an hour so if no-one else has replied I'll post another reply with the answer.

Lol thanks for trying but windows 7 starter does not have the option to do this or change wallpapers.

As a result to change wallpapers you need additional software but i cant seem to find any to change the taskbar.

no its not, there are ways to change the entire theme, thats easy enough but i dont want to change the looks, just the colour.
