Tax credits potential payments and carried over?

Hi all,
I have had my potential payment from tax credits a couple of weeks ago....
today I received my final award notice and I have also had almost £400 carried over to the next tax year, why has this been done?
I have called the helpline and they have said that this is the way they do it?
Is this also to help avoid overpayments?
