Relining of drain

Hi
THe drain that we and our neighbour share has been blocked and backed up with not very nice stuff!
We tried unblocking it ourselves, but to no avail and we ended up getting someone in to sort it.
There are roots in the drain and it is causing it to block up. To fix it, the drain would need relining.
The quote he gave was £1650+vat to reline 19 metres and sort the pointing in the manhole.
Is this about right? And if it should go through house insurance, whose? The access manhole is on our property, but the roots come from neighbours.
