A Daily Mail article says a prosecuted Hoopla stall holder gave you a very very very low chance of winning!
2622 attempts would be required to get your hoop around a prize block with a 99% probability of success!!!!
I always watch others lose ££ @ funfairs etc. as The BBC Real Hustle prog tried some of these games too! I have played in the past but never won!

I believe your official recourse is to call 'Shenanigans' on the owner of the stall and let the townspeople take appropriate revenge!0

When I worked in an arcade, the owner always infused to us that the punter must enjoy losing their money!0
