Did he leave a message?
If so...it is POSSIBLE it's not legitimate.
If you claim tax credits, they are not permitted by law to leave messages on answer machines, so that rules them out.
Only other things could be overpayments (different department).
Try calling them back...or call the normal tax credits helpline just to see if legitimate, there should be a note of any call made to you0 -

Some people who applied to the mainline number to renew Tax credits didn't receive a letter saying they needed to contact the specialist renewal team to renew award. If you were one of the people although you may have renewed on the mainline it has a signal on it so it cannot proceed until someone from the specialist team contacts you to go over your claim, they do this by phoning you with the contact details they have on file for you. Tax Credit Office are contacting people who have been asked to renew through the Specialist Renewals Team. There are around 400,000 people in this situation and everyone should have received a letter with this information. Unfortunately, some letters haven't been received but the main Tax Credit Helpline will be able to advise.
Tax Credit Office can leave an answer phone message and have been advised to do just that if unable to contact anyone directly during this exercise.0 -

It must just be this exercise they've been allowed to leave messages then
they've never been allowed to previously for data security reasons, so i apologise if I was wrong
