tax credit'recall'

i am wondering if anyone has found themselves in the same situation as myself and would appreciate your views.
I have checked my bank statement today,and found 2 very disturbing transactions.
On the 18th of May the tax credits 'recalled' a payment of £3,250 that i was owed from the previous tax year.This 'recalled' payment left me SERIOUSLY overdrawn (i was only o/d by £100 before this transaction),this left me £3350 overdrawn..
Then on the 19th of May they paid in £3250, but as i was already overdrawn by them 'recalling' the payment,i have not actually received this amount.
I have proof that they took out £3250 (via the bank statement) before they 'paid' the amount again.
My issue is obviously i have not received the money.
I have rang the bank,they said that HMRC shouldnt have 'recalled'/taken out the £3250 BEFORE paying it.
I then rang the tax credits up,they told me that if the payment was over a certain amount that they instantly recall it to check that the amount is correct and then releasing the payment.
Is this correct?
Any advice would be greatly appreciated.

    It is correct that they do periodically recall High Value Payments to check they are correct but this is usually done behind the scenes and don't normally have any affect on accounts.

    I think this was an anomaly and you should rightfully submit a complaint about it. It's not normally a route I would suggest but this should never have happened.

    I hope your bank have been understanding and waived any charges, if not then you should claim costs from HMRC.
