i am sorry this is happening to your sister. i agree with all the other advice given. Try to stay calm, and to give yourself more peace of mind - get a new lock fitted immediately. This Letting agent sounds thoroughly unscrupulous. You can buy just the barrel bit of the lock for less than £5 and you can probably fit it yourself. You are legally perfectly entitled to do this.
get your sister to tell the local private housing officer exactly what is going on, s/he may be able to intervene on her behalf.
Bad Landlords CANNOT behave like this and not be challenged.

I know that they have to give formal Notice and I think it is two months according to what sort of tenancy you have. Someone other than your sister will have to be upset over this ,let me tell you what happened to us. My mother-in-law died and we rented her place out for about eighteen months via an agent. Then my husband decided to sell and the same agent handled the sale BUT said agent did not mention the impending sale to the tenant and so our buyer could not have vacant possession. Our solicitor ended up having to sort out the Notice and the sale was delayed by two months. Then the solicitor said we should renegotiate the agent's fee because he (our solicitor) had charged us for the extra work incurred. We did and are still arguing about it.0

Back to the council thing again.
Does the tenant actually have to wait until court proceedings are started before they get council housing? Or even wait until ballifs show up?
If so, then the council are insisting that the tenant gets a CCJ against their name. This could be very detrimental to credit scoring.0 -
