Phone mobile in Greece

Hi
When I phone a friends greek mobile from my vonage phone I get connected no problem. When using the cheap access numbers I get a message in Greek then a message from the company I am using saying there is no reply. Using the cheaper access numbers worked ok up until the end of last week. Today I have tried a dozen cheap companies and all do the same thing. The number is right because it does work from my vonage line. Any ideas of what the problem could be?
